The Public Pension System of Japan has been operated through the Social Insurance System. All residents between the ages of 20-59 can join the National Pension System. This pension can then be received after they have paid into the system for 25 years or longer. Recently, the number of senior people is increasing rapidly in Japan. As a result, one out of five people are senior citizens. Today, it is estimated that 60 percent of income for the average senior household is by this pension. The National Pension System is increasingly playing a major role is supporting basic needs for the elderly. We expect that this will continue to increase. Moreover, the number of low pension or unqualified seniors is also increasing. Thus, this group is obliged to rely on other public assistance as well. Half of the numbers of households that receive public assistance are the elderly. The increasing number of low pension and unqualified people is a major problem for the Pension System. This paper considers all the issues that the Public Pension System is facing, focusing on elderly welfare cases.
