Authors investigated Kashimadai and Nangou Town at the end of Sep. 2003 because this area is frequent hit by Tsunami and has a soaring aging ratio. In addition to that, we evaluated highly potential occurrence of earthquake in winter based on the statistical data. From the survey, municipal relatives and medical staffs have not paid much attention to disaster mitigation in snow period until this earthquake. Meanwhile, quantity of snowfalls and snow depth in this area has been observed more than Sendai City, as well as relative higher risk hazards.
